The University has taken its server down, blessedly cutting<\/p>\n<p>off my email. Yesterday afternoon, when the skies were still clear,<\/p>\n<p>I met with Marty Kearns of <a href=\"http:\/\/www.greenmediatoolshed.org\/\">Green<\/p>\n<p>Media Toolshed<\/a>, who is full of fascinating ideas about how the<\/p>\n<p>Internet and other distributed technologies (including billboards<\/p>\n<p>and buttons) can be used for political activism. Meanwhile, I was<\/p>\n<p>reading reviews of Bruce Bimber and Richard Davis&#8217; new book, <em>Campaigning<\/p>\n<p>Online: The Internet in U.S. Elections<\/em>. Apparently, they argue<\/p>\n<p>that the Internet is effective for mobilizing strongly committed partisans,<\/p>\n<p>but it does not increase net participation in politics and elections.<\/p>\n<p>This is consistent with CIRCLE research on young people, and also<\/p>\n<p>with my predictions in a <a href=\"Internetdemocracy.htm\">2002 essay<\/a><\/p>\n<p>on the Internet and politics. <\/p>\n<p>Marty Kearns makes me optimistic about the political power of digital<\/p>\n<p>technologies and their value for progressive organizations. But I<\/p>\n<p>also worry about the chief barrier to participation. It&#8217;s not the<\/p>\n<p>digital divide, or technological literacy, or the power of major media<\/p>\n<p>companies to constrain the ways that the Internet is used. It&#8217;s rather<\/p>\n<p>the lack of motivation to participate politically&#8212;the lack of<\/p>\n<p>identity as citizens&#8212;among many marginalized people. In the<\/p>\n<p>past, people developed that kind of identity and motivation by enrolling<\/p>\n<p>in disciplined organizations with strong cultures: unions, political<\/p>\n<p>parties, religious denominations. I&#8217;m not convinced that we&#8217;ve found<\/p>\n<p>replacements for such organizations in the digital age.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Right now, Hurricane Isabel is howling around us and most work has ceased.
