{"id":4199,"date":"2003-05-14T11:13:25","date_gmt":"2003-05-14T11:13:25","guid":{"rendered":"http:\/\/peterlevine.ws\/?p=4199"},"modified":"2003-05-14T11:13:25","modified_gmt":"2003-05-14T11:13:25","slug":"deliberation-in-argentina","status":"publish","type":"post","link":"https:\/\/peterlevine.ws\/?p=4199","title":{"rendered":"deliberation in Argentina"},"content":{"rendered":"<p>I have just spent a very interesting two days at a conference sponsored<\/p>\n<p>by the <a href=\"http:\/\/www.puaf.umd.edu\/IPPP\">Institute for Philosophy<\/p>\n<p>&amp; Public Policy<\/a> and the Fundacion Nueva Generacion Argentina on<\/p>\n<p>the subject of <b>&quot;Deliberative Democracy: Principles and Cases.&quot;<\/p>\n<p><\/b>Essentially, the conference brought together four groups of experts<\/p>\n<p>into fruitful dialogue:<\/p>\n<ol>\n<li>The Fundacion sent Argentines who are deeply embroiled in their country&#8217;s\n<p>convulsive political crisis. <\/li>\n<li>Innovative grantmakers and aid experts talked about new approaches\n<p>to development assistance that help democracy (or good governance) and<\/p>\n<p>civil society. <\/li>\n<li>Practitioners who organize human-scale deliberative experiments (e.g.,\n<p>Carolyn Lukensmeyer of <a href=\"http:\/\/www.americaspeaks.org\">America<\/p>\n<p>Speaks<\/a>) talked about their work. Also, Gianpaolo Baiocchi contributed<\/p>\n<p>ethnographic research on participatory budgeting in Porto Allegre (which<\/p>\n<p>is turning into the Mecca for progessive and populist reformers); and<\/p>\n<p>Andrew Selee described participatory and deliberative experiments in<\/p>\n<p>Mexico. <\/li>\n<li>Several American theorists and social scientists gave papers on deliberative\n<p>democracy. Jane Mansbridge argued for the significance of practice for<\/p>\n<p>deliberative theory, drawing some theoretical conclusions about the<\/p>\n<p>importance of self-interest and passion. Henry Richardson talked about<\/p>\n<p>the corrupting effects of being powerless, and the discipline that comes<\/p>\n<p>from having to make practical decisions together. Noelle McAfee distinguished<\/p>\n<p>three types of deliberative democracy.
