{"id":35120,"date":"2026-01-13T13:16:00","date_gmt":"2026-01-13T18:16:00","guid":{"rendered":"https:\/\/peterlevine.ws\/?p=35120"},"modified":"2026-01-13T13:16:01","modified_gmt":"2026-01-13T18:16:01","slug":"an-international-discussion-of-polarization","status":"publish","type":"post","link":"https:\/\/peterlevine.ws\/?p=35120","title":{"rendered":"an international discussion of polarization"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Last October,\u00a0<a href=\"https:\/\/thecivics.eu\/\">THE CIVICS Innovation Hub<\/a>\u00a0and the\u00a0<a href=\"https:\/\/avrupasiyasetokulu.org\/en\/home\/\">European School of Politics<\/a>\u00a0convened an international group in Istanbul for a conversation about &#8220;trust and polarisation.&#8221; Kameliya Tomova has <a href=\"https:\/\/nece.eu\/notes-from-the-istanbul-lab-on-trust-and-polarisation\/\">written a nice summary<\/a>. I&#8217;ll paste the portion that mentions me below and recommend the rest as well. (Note that I was talking here about the world, not necessarily or specifically about US politics.)<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Peter Levine, political theorist and civic scholar, cautioned against treating all forms of division as equivalent. \u201cIs the problem that two sides are too far apart,\u201d he asked, \u201cor that one side is organised around hate and the other around love and dignity?\u201d The answer to that question, he suggested, has profound consequences for whether and how we even attempt dialogue. Levine argued that not all polarisation reflects symmetrical extremes \u2014 sometimes one side advances exclusion while the other defends basic rights. In such cases, the work of bridging may look very different, or may not be appropriate at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building on this concern, human rights and peace activist <a href=\"https:\/\/en.wikipedia.org\/wiki\/Harsh_Mander\">Harsh Mander<\/a> warned that insisting on symmetry between \u201csides\u201d can normalise authoritarian or dehumanising positions. Drawing on his experience in India, he asked: \u201cIf I say Muslims deserve to live with dignity, and that\u2019s seen as an \u2018extreme\u2019 view, then what is the centre? Mild dehumanisation?\u201d The language of depolarisation and how broadly it\u2019s currently being used, he argued, risks collapsing injustice into mere disagreement if moral asymmetries are not explicitly acknowledged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others spoke of perception gaps \u2014 the distance between what we think others believe and what they actually do. When people have limited direct contact and rely instead on distorted signals from online spaces, they tend to assume others hold more extreme and internally consistent positions than is often the case. Peter Levine noted that quantitative research frequently reinforces this assumption by treating political identities as coherent blocks \u2014 for example, presuming that someone who holds a conservative position on one issue will do so across others. In practice, he argued, people\u2019s views are far more fragmented and situational.
