{"id":20410,"date":"2018-09-25T09:44:42","date_gmt":"2018-09-25T13:44:42","guid":{"rendered":"http:\/\/peterlevine.ws\/?p=20410"},"modified":"2018-09-25T09:44:42","modified_gmt":"2018-09-25T13:44:42","slug":"the-massachusetts-citizens-initiative-review-2","status":"publish","type":"post","link":"https:\/\/peterlevine.ws\/?p=20410","title":{"rendered":"the Massachusetts Citizens\u2019 Initiative Review"},"content":{"rendered":"<p>[Press Release] \u2013 A 20-person panel of voters convened by the Massachusetts Citizens\u2019 Initiative Review (CIR) pilot project has released its Citizens\u2019 Statement on Question 1, the ballot question on nurse staffing limits.<\/p>\n<p>The Citizens\u2019 Statement is intended to assist voters by providing them with the results of their fellow citizens\u2019 four-day deliberation on the ballot question. It sets out the panel\u2019s key findings as well as the strongest and most reliable reasons to support or oppose Question 1.The Citizens\u2019 Statement is available <a href=\"https:\/\/www.cirmass.org\/the-2018-citizens-statement\">online.<\/a><\/p>\n<p>The Massachusetts Citizens\u2019 Initiative Review deliberations were held from September 12-15 at the Watertown Free Public Library. The campaigns for and against Question 1 both appeared before the citizen panel three times to present their arguments and answer questions.<\/p>\n<p>The citizen panelists also heard from<a href=\"https:\/\/www.cirmass.org\/independent-experts\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cirmass.org\/independent-experts&amp;source=gmail&amp;ust=1537887802125000&amp;usg=AFQjCNHqvXTy4kJf8JyW53pTltIhZ1Hi7Q\">\u00a0<\/a><a href=\"https:\/\/www.cirmass.org\/independent-experts\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.cirmass.org\/independent-experts&amp;source=gmail&amp;ust=1537887802126000&amp;usg=AFQjCNH_UrD_hirh4W2CWkiKaueuORxrHQ\">seven neutral experts<\/a>\u00a0in fields relevant to nursing, patient safety, and healthcare.\u00a0Trained facilitators guided the deliberations that resulted in the Citizens\u2019 Statement.<\/p>\n<p>The Massachusetts CIR pilot project was organized by State Representative Jonathan Hecht in partnership with<a href=\"http:\/\/activecitizen.tufts.edu\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/activecitizen.tufts.edu\/&amp;source=gmail&amp;ust=1537887802126000&amp;usg=AFQjCNE8KmbHdC8NKfU3kRqor-jWSV9zRg\">\u00a0<\/a><a href=\"http:\/\/activecitizen.tufts.edu\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/activecitizen.tufts.edu\/&amp;source=gmail&amp;ust=1537887802126000&amp;usg=AFQjCNE8KmbHdC8NKfU3kRqor-jWSV9zRg\">Tufts University\u2019s Jonathan M. Tisch College of Civic Life<\/a>\u00a0and<a href=\"http:\/\/healthydemocracy.org\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/healthydemocracy.org\/&amp;source=gmail&amp;ust=1537887802126000&amp;usg=AFQjCNGKvLWg2tdaSTwVHGW8l0RMyBLvCQ\">\u00a0<\/a><a href=\"http:\/\/healthydemocracy.org\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/healthydemocracy.org\/&amp;source=gmail&amp;ust=1537887802126000&amp;usg=AFQjCNGKvLWg2tdaSTwVHGW8l0RMyBLvCQ\">Healthy Democracy<\/a>, the organization that pioneered CIR in Oregon and others states.\u00a0Experience in Oregon,\u00a0where CIR has been part of the official election process since 2011,\u00a0has shown it to be a highly effective and well-received way to inform voters about complicated ballot measures.<\/p>\n<p>This is the second time Massachusetts Citizens\u2019 Initiative Review has been used in Massachusetts.<\/p>\n<p>In 2016, 77%\u00a0of voters who saw the Citizens\u2019 Statement on marijuana legalization (Question 4) said it was helpful in making their decision. On major factual issues, voters who read the Citizens\u2019 Statement were better informed and more confident in their knowledge than those who only read the official voter guide.\u00a0John Gastil, Professor of Communications at Penn State and one of the nation\u2019s leading CIR researchers, will conduct surveys to determine how helpful the 2018 Citizens\u2019 Statement proves for Massachusetts voters.<\/p>\n<p>The\u00a020-member citizen panel was selected from respondents to a mailer sent to 15,000 randomly-selected Massachusetts voters.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>[Press Release] \u2013 A 20-person panel of voters convened by the Massachusetts Citizens\u2019 Initiative Review (CIR) pilot project has released its Citizens\u2019 Statement on Question 1, the ballot question on nurse staffing limits.
