We chose them because they reflect very different approaches to improving civics (or any other major topic) through state legislation:<\/p>\n<ul>\n<li>In Florida, the Justice Sandra Day O\u2019Connor Civics Education Act passed in 2010, mandating\u00a0a high-stakes standardized test in civics.<\/li>\n<li>In Hawaii, a required\u00a0\u201cParticipation in Democracy\u201d course places a strong emphasis on experiential education;\u00a0the requirement was passed in 2006 and an effort to repeal it was defeated.<\/li>\n<li>In Tennessee, recent legislation mandates\u00a0project-based civics assessments\u00a0at the middle and high school levels.<\/li>\n<\/ul>\n<p>It&#8217;s too early to say which reform &#8220;works,&#8221; in the sense of generating the best outcomes for students, but the CIRCLE studies reveal some of the pros and cons of each strategy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Today, CIRCLE releases case studies of three significant state-level reforms for civic education.
