CIRCLE has developed RAYSE (Reaching All Youth Strengthens Engagement) to help nonprofits, philanthropists, agencies, political campaigns, activists, and others decide where to invest in youth engagement or understand the strengths and weaknesses of the places where they are committed to work. It organizes data on all the counties in the US.  This new video explains how to use it and also presents a broad strategy for renewing democracy by investing in youth.
